Microsoft Office The Application has failed to start because side-by-side configuration is incorrect
I had this issue again recently as id been updating software on my laptop, during the installation of some third party software it updated the C++ run time libraries, then once I ran Microsoft Access, Microsoft Word or Microsoft Excel and Outlook I was greeted with.
Now there are two possible ways to fix this error, if the application is a Microsoft application you can reinstall/repair the application.
In windows 7/8 in control panel select programs and features, then select Microsoft Office (or the program it is) and select repair. This will put the correct DLLs back in place.
The second way to repair this would be to manually reinstall the C++ run time libraries again. You can find below the links to the various different flavours.

Once done reboot and your application should launch correctly
